Cameron Reeling Over Yet Another Ambush

Last week David Cameron was ambushed by Ed Miliband at Prime Minister's Questions when he wanted to talk about falling unemployment.

This week the Prime Minister has been ambushed by Jose Manuel Barroso in Brussels just when he wanted to talk about encouraging figures on economic growth.

No wonder he was so furious on both occasions. He wants to trumpet the good news on the economy. But it keeps being drowned out by embarrassing political rows.

In PMQs last week it was welfare minister Lord Freud's comments that some disabled people were "not worth" the full minimum wage that caught the PM off guard.

In Brussels, at what he thought would be a mundane summit talking about ebola and climate change, Mr Cameron was whacked between the eyes by a demand for an extra £1.7bn from Britain to the EU.

So once again good news on the economy has been overshadowed and once again he's under attack, not just from Labour this time, but also from his foes in the purple peril, UKIP.

What probably made the PM even angrier was that he'd already arranged to return from Brussels after the summit via Rochester and Strood, where the Tories' bare-knuckle by-election scrap with UKIP takes place on November 20.

Mr Cameron stamped his feet at his Brussels news conference and said he won't pay the extra cash by the December 1 deadline set by the EU.

He has two objections: 1. It's too much, and, 2. He says the way it has suddenly been demanded at such short notice is unacceptable.

He may get away with not paying it by December 1, but it's difficult to see how he can avoid paying up eventually.

We're in the EU club, bound by its rules and treaties and the other members - the influential ones, that is, France and Germany, who are both getting a rebate - have no desire to change the rules.

But should Mr Cameron have seen this coming? And is he correct when he said at his news conference, "the first I saw of it was yesterday, Thursday"?

Danny Alexander, the Lib Dem Treasury Chief Secretary, says he was informed "over the past couple of days".

But Labour's new shadow Europe minister Pat McFadden - a shrewd and inspired appointment by Ed Miliband - is not satisfied, claiming the Office for National Statistics published a report five months ago about growth figures and said they would be used in the calculation of Britain's contribution to the EU budget.

"Did the Government delay making news public about this expected revision to the UK's EU contribution because of fears about how it would play out for the Conservative Party," he asks.

In other words, did the PM want to hush up the EU cash grab until after the Rochester and Strood by-election?

A dangerous game, if he did. And one that could leave Mr Cameron vulnerable to further ambushes by his opponents both at Westminster and in Europe in the weeks ahead.

Cameron: I Won't Pay £1.7bn EU Bill On Time

The European Commission president has defended the £1.7bn surcharge imposed on Britain after David Cameron insisted the money will not be paid by December 1.

The increase would add almost a fifth to the UK's annual contribution of £8.6bn.

The Prime Minster, who has called an emergency meeting with EU finance chiefs, told a news conference in Brussels: "This is completely unacceptable.

"It is an unacceptable way for this organisation to work to suddenly present a bill like this for such a vast sum of money, with so little time to pay it and it's an unacceptable way to treat one of the biggest contributors to the European Union.

"Of course in an organisation like this, if your economy grows a little faster or ... slower, there are adjustments. Sometimes you pay a little bit more, sometimes you play a little bit less.

"I'm not paying that bill on the 1st of December and if people think I am, they've got another thing coming. It is not going to happen.

"As an important contributor to this organisation, we are not suddenly going to get out our chequebook and write a cheque for 2bn euros. It is not happening."

Outgoing Commission president Jose Manuel Barroso insisted Brussels was only following the procedures created by member states to balance the EU's books each year.

Mr Barroso told reporters the figure of £1.7bn had been calculated by the independent Eurostat organisation using statistics provided the 28 member states.

"Of course, I understand the concerns it has raised in London, but any person that wants to look with objectivity and honesty at the rules that were approved by the member states has to accept that sometimes these decisions happen," he said.

Asked how the Commission would respond if Mr Cameron made good on his threat to withhold payment, Mr Barroso replied: "I can't now speculate on non-payment."

Earlier, Commission spokesperson Patrizio Fiorilli said the surcharge was fair because it was like personal taxation - the more a person earns, the more they have to pay.

Mr Fiorilli said: "Britain's contribution reflects an increase in wealth, just as in Britain you pay more to the Inland Revenue if your earnings go up."

The demand is the result of improvements to Britain's economy since 1995.

Preliminary figures seen by the Financial Times suggest Britain is facing the largest adjustment in the amount it must pay compared to other member states.

The Netherlands is being asked for an extra £509m, but by contrast France is due to receive a rebate of £0.8bn, Germany £618m, and Poland £250m.

Britain's surcharge is due for payment on 1 December - just days after the Rochester and Strood by-election, which hangs on a knife edge with anti-EU UKIP threatening to wrest the seat from the Tories.

Several Conservative MEPs have spoken out against the surcharge, saying Britain is being punished for its success.

UKIP leader Nigel Farage told Sky News: "It just leaves Mr Cameron in a hopeless condition, because don't forget, one of his big claims was he'd cut the EU budget."

Canadian Gunman Wanted To Travel To Syria

The suspect in the killing of a Canadian soldier at an Ottawa war memorial wanted to travel to Syria and had a passport application delayed over extremism concerns.

Michael Zehaf-Bibeau, 32, who was shot dead shortly after running into the Canadian parliament building, was not among 90 high-risk travellers being monitored by authorities, but was seeking a passport, police said in a news conference.

His mother told police after the killing that he wanted to travel to Syria. She also told the AP news agency that she is crying for the victims of the shooting, not for her son.

Police were asked to carry out background checks when he applied for the passport, but he had not been placed under surveillance.

Zehaf-Bibeau was Canadian, but may have also had dual Libyan citizenship, the news conference was told.

On Wednesday, he shot and killed a Canadian soldier at the Ottawa war memorial, before attempting to storm the parliament building, triggering a lockdown in the capital city.

The news conference heard that he had acted alone and police have not linked his attack with the killing of another soldier in Quebec on Monday.

Delays in his passport application may have formed part of his motivation for the attack in Ottawa, according to police.

Canadian police will now stay with Prime Minister Stephen Harper 24 hours a day, police said, after a man was arrested as he attempted to approach him at the site of the soldier's shooting.

Bob Paulson, commissioner of the Royal Canadian Mounted Police (RCMP), said: "We have no information linking the two attacks this week.

"The passport was part of his motivation. His application was not rejected. His passport was not revoked.

"He was waiting to get it and there was an investigating going on to determine to see whether he would get a passport."

An email from Zehaf-Bibeau was found on the hard drive of someone who has been charged with a terrorism-related offence in Canada, the RCMP said.

Officers said there were now 93 high-risk Canadians who have demonstrated an intention to travel abroad for militant reasons, but they had no plans to make any arrests at this time.

Ottawa Residents On Edge After Terror Attack

You don't have to walk far to find signs of normality returning to Ottawa.

The lunchtime queues at the food truck, just a block from the scene of Wednesday's terrorist rampage, were like those on any other day.

"We had to come back, everyone had to come back," the driver told me.

As the carpet of flowers, tributes and patriotic messages grows at the war memorial where Corporal Nathan Cirillo died, it was business as usual in offices in the downtown streets nearby.

"Today we wake up, it is a new day and we don't want to let them win," said a man taking a cigarette break outside the Parliament Pub.

"We're going to go on and keep our freedom. This is what we're about."

A passing restaurant worker, who said he was an immigrant, added: "We thought that today we'd have no customers, but it was so busy and I was shocked that we had so many customers.

"Everyone was okay about it, they were not nervous. Maybe it has something to do with the character of the people here because this is how they are - they can forgive things."

And Justin Trudeau, son of Canada's longest serving prime minister and himself now a Liberal Party MP, stopped to tell Sky News that the country's traditions of peace and freedom would prevail.

The only physical impact for many residents of Canada's capital was a backlog on the buses as they tried to negotiate a city with many roads closed.

At the city centre bus stops, they scroll through news updates on their phones.

But beneath the surface the spirit of "Keep Calm and Carry On" hides more that a little edginess.

It was a telling moment of the tension in this city that, even as roads around parliament were opened up by police, a significant presence of officers moved in to maintain security.

Privately, some people do admit that they feel uncertain, that they wonder what is around the corner after two terrorist attacks in three days left two soldiers dead.

Nobody mentions Canada losing its innocence. Some do openly recognise that the country's decision to enter the fight against Islamic State has changed the game at home.

In shops and on building sites, overheard conversations on the streets of Ottawa reveal that this week's events are all anyone is talking about.

"Things will change," they say. But nobody is quite sure how.

Nathan Cirillo Made 'The Ultimate Sacrifice'

Hundreds of messages have been posted on a tribute site to the soldier who was killed in the shooting at a war memorial near parliament in Ottawa.

The victim has been named locally as Corporal Nathan Cirillo of the Argyll and Sutherland Highlanders.

He is believed to have been guarding the National War Memorial in the Canadian capital when he was attacked.

He was treated at the scene but later died of his injuries.

One message on the Facebook tribute page, from Bob Rodkin, read: "RIP Nathan. Thank you for your service and the ultimate sacrifice.

"So tragic, so unnecessary. My prayers go out for you and to your family, friends and colleagues."

Olivia Mancini wrote: "He not only was a great father, son, and brother, but a close friend of mine. RIP Nathan Cirillo. I will love and miss you forever. Not only did you protect our country, but you were such a loving, caring, and funny person to everyone around you."

Another message, from Olivia Marie, said: "RIP Nathan! Thank you for defending our country, your son is so proud of you. I miss you."

Canada Will 'Never Be Intimidated' By Terrorists

Canada will "never be intimidated" by terrorists who seek to bring "savagery" to the country's shores, Prime Minister Stephen Harper has said.

Speaking after a soldier was shot dead at the National War Memorial in Ottawa, Mr Harper said terrorists would find "no safe haven" in Canada.

"Let there be no misunderstanding - we will not be intimidated. Canada will never be intimidated," Mr Harper said.

"In fact, this will lead us to strengthen our resolve and redouble our efforts - and those of our national security agencies - to take all necessary steps to identify and counter threats and keep Canada safe here at home."

Canada will work with its allies to "fight against the terrorist organisations who brutalise those in other countries with the hope of bringing their savagery to our shores", he added.

Corporal Nathan Cirillo was guarding the National War Memorial when he was shot at point-blank range at around 10am local time on Wednesday.

Witnesses say the gunman raised his arms in triumph after the shooting, which led to a lockdown in downtown Ottawa which lasted until Wednesday night.

Authorities say federal government buildings remain off limits following the attack.

After firing upon Cpl Cirillo, the gunman entered Canada's nearby Parliament building where he was pursued by law enforcement officers.

People fled the building, took cover, or barricaded doors as police cordoned off the streets outside.

Officials say 58-year-old sergeant-at-arms Kevin Vickers shot the attacker dead outside the MPs' caucus rooms.

At least three people were treated in hospital for minor injuries after the attack.

Police are investigating potential suspect Michael Zehaf- Bibeau, 32, who US agencies have been advised is a Canadian convert to Islam.

The shooting occurred two days after an Islamic convert ran down two Canadian soldiers near Montreal, killing one of them.

Mr Harper said the two terrorist attacks "are a grim reminder that Canada is not immune to the types of terror attacks we have seen elsewhere around the world".

US President Barack Obama has condemned the shootings, describing them as "outrageous".

"It's very important, I think, for us to recognise that when it comes to dealing with terrorist activity, that Canada and the United States (have) to be entirely in sync."

David Cameron responded to the attack on Twitter, saying: "I'm appalled by today's attack in Ottawa.

"I offer my full support to @pmharper and the Canadian people as they deal with this incident."

IS Claims Video Shows Intercepted US Arms Drops

The Islamic State has released footage purporting to show weapons from a US airdrop to Kurdish forces that have been intercepted by the militants.

The footage was allegedly shot in Kobani, the northern Syrian city that is being defended against a sustained IS offensive by Kurdish fighters.

It shows IS fighters opening boxes seemingly containing grenades and other weapons.

Sky News could not verify the video's authenticity.

The US military on Sunday began airdropping weapons, ammunition and medical supplies to Kurdish forces defending Kobani against Islamic State militants.

The airdrops were the first of their kind and followed weeks of US and coalition airstrikes in and near Kobani, near the Turkish border.

Sky News Defence Correspondent Alistair Bunkall said: "That is not supposed to happen at all, but it is a danger - it  has always been a danger - when the West has tried to arm moderate Syrian opposition in the country."

"One way or the other it (the aid) tends to end up in the wrong hands - either directly like this, because you drop it in the wrong place, or because it is sold on the black market."

C-130 cargo planes made multiple drops of arms and supplies provided by Kurdish authorities in Iraq, the US Central Command said.

The airdrops are intended to enable continued resistance to Islamic State efforts to take full control of Kobani, a strategically important town.

Kurdish forces on the ground reportedly withstood a fierce attack by IS on Tuesday, as they waited for reinforcements to arrive after Turkey sad it would help fighters reach the area from Iraq.

A Pentagon spokesman said on Tuesday that the US has spent an estimated $424m (£263m) so far in its military campaign against IS in Iraq and Syria.

Meanwhile, Britain said Royal Air Force drones will fly intelligence-gathering missions over Syria, in a broadening of UK operations against IS beyond Iraq.

And the UK's most senior police officer has claimed at least five Britons are travelling to Iraq and Syria to join IS every week.

"Five a week doesn't sound much but when you realise there are 50 weeks in a year, 250 more would be 50% more than we think have gone already," Metropolitan Police Commissioner Sir Bernard Hogan-Howe said.

"There may be many more who set out to travel to another country and meandered over to Syria and Iraq in a way that is not always possible to spot when you have failed states and leaky borders."

Another video posted on the internet purportedly showed a woman being stoned to death for alleged adultery, with her elderly father taking part in the stoning.

The Syrian Observatory for Human Rights said the execution took place in August or September in an IS-controlled rural area in the east of the central province of Hama.

Father Of British Hostage John Cantlie Dies

The father of British hostage John Cantlie has died just weeks after making an impassioned plea for his son's release.

Paul Cantlie died "from complications following pneumonia", according to a family statement.

The 80-year-old recorded a video message for his son's Islamic State (IS) captors earlier this month, which has so far gone unheeded.

The family said they had made urgent attempts to inform their son since the death last Thursday.

In a statement, they said: "Paul died not knowing whether John's captors had received any of the messages he had sent to them.

"The failure of communication to date has inevitably led to a terrible sense of abandonment, particularly for John's father, with the family feeling ignored."

The Cantlies, from Surrey, added that the father-of-three's strength had been diminishing since his photojournalist son was kidnapped in Syria two years ago. 

"Paul Cantlie will be remembered by many for his fortitude, quiet courage, wry humour and keen intelligence, as well as for his great gentleness," their statement went on.

John Cantlie has been shown in a series of videos in recent weeks in which he speaks about Islamic State (IS) and criticises the West over its strategy in Iraq and Syria.

In a video message from his hospital bed earlier this month, his father said: "For the first time in almost two years, we saw John when he made a televised broadcast during which he told viewers that he was still a prisoner of the Islamic State and that maybe he will live and maybe he will die.

"As a family we experienced great relief seeing and hearing John and knowing that he is alive. This was followed by the feeling of despair and helplessness.

"To those holding John, please know that he is a good man. He sought only to help the Syrian people and I ask you for all that is sacred to help us and allow him to return home safely to those he loves and those who love him."

IS, which controls large parts of Syria and Iraq, has killed four Western hostages over recent months.

How Kurds World Forgot Are Holding Off IS

Right now in Syria a desperate fight is under way against Islamic State (IS) forces that control so much of the north of the country.

In the east that fight is being carried out virtually unseen to the rest of the world by YPG fighters, Syrian Kurds, who are doing so with almost no assistance.

They have been fighting IS for longer than any other group.

With homemade weapons and armoured cars and some old heavy guns, they fight in dusty villages, the countryside and larger towns to try and force IS back to the west of Syria.

Kobani has been surrounded for weeks by IS but there are many other towns that are under siege. From Sari Kane 100 miles or so east of Kobani the YPG have been taking back ground from IS.

They would dearly love to reach their colleagues in Kobani but, with no assistance, even they accept it will be an almost impossible mission.

Always moving and repositioning themselves, the front line is a confused and confusing battle of attrition.

The men of the YPG and the women fighters of the YPJ work together. There is no battlefield difference between the sexes. They all throw themselves into the fight. They are protecting their homeland and say to us that they can die at the front or at home, but either way they are prepared to die.

Against the odds and the better equipped IS forces, they have made ground and captured weapons. In a rear position they work on tanks captured from IS and they showed us the bodies of 20 IS jihadists they killed in a night operation.

We travelled from Iraq through Syria. The birthplace of IS is one of the most dangerous places on earth today. The YPG grip is tenuous and the vast open spaces are difficult to protect from IS incursions.

These Syrian Kurds are hemmed in. The Turkish border lies to the north and its military considers the YPG a terrorist organisation.

To the south, east and west IS controls all the land leading to Iraq and across its border.

On the newest YPG front lines we came across a seemingly rag-tag group of fighters. But while they may look so they are in fact well trained and utterly determined.

A hill-top cemetery has become a fort. They watch across the plains and the villages that IS control. They are so close they can hear the foreign languages of the IS fighters on their walkie-talkies.

But nobody here seems in any way frightened of IS. They laugh and joke and prepare to fight. Day in, day out.

The YPG are very canny. Their front-line positions are never static for long. Their numbers are small so they move positions and manoeuvre around the battlefield looking for signs of IS weakness. Then they attack. Both sides are doing this but one gets the sense that the Kurds are more determined.

While IS have many foreign fighters the YPG also have a small contingent. Chechens, Europeans and Americans who have decided to help fight IS.

Brian Wilson is from Ohio. A divorcee with two children, this veteran of the first Gulf War and 16 years a police sheriff in the United States decided to come here a month ago and join the fight. He was shocked that the West was doing nothing to help here.

"They have been holding out against DASH (IS) in this area for going on two, two and a half years," he told me on the front line.

"They are outgunned. They are brave fighters. They just need more help. If they had better technology, better weapons, they could finish IS on their own. More airstrikes would be very helpful to clear out some areas."

The YPG are fighting multiple fronts on a constant basis. Sometimes they are in cities and towns, sometimes in open countryside. But they are holding on and sometimes doing better than that.

And, as they say, they will do that to the death if necessary.

US Airdrops Weapons For Kurds Fighting IS

The US has airdropped weapons and supplies for Kurdish forces fighting Islamic State (IS) near the Syrian town of Kobani.

A statement from US Central Command said Air Force C-130 aircraft "delivered weapons, ammunition and medical supplies that were provided by Kurdish authorities in Iraq and intended to enable continued resistance against ISIL's (IS) attempts to overtake Kobani."

Multiple airdrops were completed near the town, which is close to the border with Turkey.

The statement said 135 US airstrikes near Kobani in recent days - combined with continued resistance on the ground - had slowed IS advances and killed hundreds of its fighters.

"However, the security situation in Kobani remains fragile as ISIL continues to threaten the city and Kurdish forces continue to resist," the statement added.

Sheffield Utd Denies Ched Evans Contract Report

Sheffield United has denied reports it has offered a contract to disgraced footballer Ched Evans.

The striker was released from prison on Friday after serving half of a five-year sentence for raping a 19-year-old in a hotel room in Rhyl, North Wales.

The club's co-chairmen, Kevin McCabe and Jim Phipps, said they had not yet made a decision about whether to re-employ Evans.

"An article in The Sun today that Sheffield United has offered a contract to former player Ched Evans is false and damaging to the club," they said in a joint statement.

"We have made a statement on this matter previously and the lack of credibility and substance from this latest media report does not warrant any expansion from previous comments apart from noting that we are continuing to deliberate on any long-term decision about Ched Evans."

It came after a petition to block Evans returning to Bramall Lane reached more than 151,000.

Sheffield United Community Foundation patron Charlie Webster said if Evans re-signed for the club she would be "heartbroken" and "disappointed".

She told Sky News: "It would send out the wrong message to the next generation to watch Ched Evans score a goal and cheer him on as a hero."

Ms Webster also said it would "wrong" for her to stay in her role with the foundation if the club took him back.

A statement posted on Evans' website from his family and girlfriend Natasha Massey said he would "continue the fight to clear his name".

"Chedwyn Evans maintains his absolute innocence and his family, friends and many who know the true facts of the case believe that his conviction was a gross miscarriage of justice."

The Welsh international, 25, admitted having sex with the unnamed woman, who told the jury she had no memory of the incident.

The prosecution said his victim, who cannot be named for legal reasons, was too drunk to consent to sexual intercourse.

  6. In 2007 Michael Vick served 21 months in prison, followed by two months in home confinement for his involvement in an illegal dog fighting ring. In 2009 he signed with the Philadelphia Eagles.

  7. NBA star, Dennis Rodman has been in and out of trouble and has served 45 days of community service for allegedly hitting his wife. In 2010 it was reported he owed more than $300,000 in child support.

  8. Craig Thomson of the Scottish Premier League pleaded guilty to two counts of indecent behaviour with two underage girls in 2011. He remains on the sex offenders register.

  9. American basketball star, Lamar Odom was arrested in 2013 on drink driving charges and put on a three-year suspended sentence. He now plays for Spanish team Laboral Kutxa

  10. Footballer striker Marlon King is serving an 18-month sentence for dangerous driving. He's had several convictions and served multiple jail sentences.

Port Vale defender Clayton McDonald also admitted having sex with the woman, but was found not guilty of the same charge.

Earlier this week, TV presenter Judy Finnigan apologised after she said on the ITV show Loose Women that his crime was "not violent" and did not cause "bodily harm".

Hannah Graham Police Find Human Remains

Police have found human remains they believe could be those of British University of Virginia student Hannah Graham.

Virginia State Police Chief Tim Longo and colleagues told a news conference further forensic tests would be conducted to establish if the remains are those of the 18-year-old.

The remains were found at around noon on Saturday by volunteers searching an abandoned property to the south of Charlottesville, a college town about 100 miles southwest of Washington.

Albemarle County's Police Chief Col Steve Sellers said: "Right now we have the discovery of human remains and a great deal of work ahead of us.

"We cannot and will not jump to any conclusions regarding today's discovery. I ask for the public's patience as we move forward and pursue what is now a new, ongoing death investigation."

Police said a public search planned for Walnut Creek Park in Albemarle County on Sunday had been called off.

Video: Graham Suspect Innocent, Dad Says

Jesse Leroy Matthew Jr, 32, has been charged with abduction with intent to defile Ms Graham, who has been missing since 13 September.

Thousands of volunteers had joined searches for the student, who was born in the UK but has lived in the US since she was five.

Virginia State Police have said Mr Matthew's arrest provided a "forensic link" to the 2009 unsolved murder of Morgan Harrington, a 20-year-old who also went missing from Charlottesville.

The suspect was arrested on a Texas beach last month.

He is the last man to have been seen with Ms Graham before her disappearance.

Police believe Ms Graham met Mr Matthew at the Tempo Restaurant in Charlottesville.

Mr Matthew's father has insisted he is innocent and was probably simply trying to help Ms Graham.
